RAIB: Tractor driver did telephone signaller before train hit trailer at 80mph

The Rail Accident Investigation Branch has released an update into the investigation into a collision involving a Transport for Wales service and a tractor/trailer.

On the 22nd May 2025, at around 10:37, the TfW service from Manchester to Cardiff hit a loaded agricultural trailer which was being hauled by a tractor across Nordam Farm user worked level crossing.

The crossing is near Leominster and the RAIB says that the train was travelling at around 80mph when it struck the trailer.

Upon impact, the tractor and trailer became disconnected and the trailer became wedged on the front of the train.

The train and trailer travelled for around 500 metres under braking before it came to a stop.

The train did not derail and 8 staff on board and 6 passengers were treated for minor injuries.

The tractor driver was uninjured.

Damage was caused to the train and trailer involved as well as track equipment and a second level crossing beyond Nordan Farm.

The level crossing is fitted with telephones which users must use to telephone signallers to see if it is safe to cross.

The Rail Accident Investigation Branch says that the tractor driver did telephone the signaller before using the crossing.

Our investigation will determine the sequence of events that led to the accident and will include consideration of:

  • the actions of those involved and any factors that may have influenced them
  • any previous incidents at Nordan Farm user worked crossing and how these may be relevant to this accident
  • the management of risk at this crossing and Network Rail’s wider strategy for assessing and mitigating risks at user worked crossings
  • any relevant underlying factors.
